    INITIAL CONFERENCE CALL WITH THE NLR MEMBER

    The Operations Manager of the NLR NOC Service Desk will schedule a conference call with each new member and appropriate NLR personnel to share information and set expectations.  


    ENSURING OPERATIONAL READINESS
    The NLR NOC ensures that the network system for your lambda is operationally ready prior to circuit turn-up.  In preparation for your lambda, the following items will be completed:

    •    Visibility review and handoff at end of installation testing
    •    Out-of-band access available & monitored
    •    All Optical Network Switch (ONS) alarms cleared
    •    Acceptance review conducted (for Milestone Completion Certificate)
    •    Route documentation reviewed by the NOC staff
    •    Documentation incorporated into NLR NOC database(s)/web sites
    •    7 x 24 monitoring in place
    •    NOC personnel familiar with new route
    •    SmartNet maintenance in force
    •    Level(3) fiber O&M in force
    •    The NLR portion of the circuit is tested end-to-end


    CISCO SmartNet MAINTENANCE
    NLR’s SmartNet maintenance contract with Cisco for NLR hardware is for “Next Business Day” service.  The cut-off time for this is 6:00 pm EST/3:00 pm PST.
     

    CHANGE MANAGEMENT GUIDELINES
    The NLR maintenance window is 0000-0600 hours, local time of the affected area.

    All maintenances will be announced and NLR members notified at least 3 business days in advance.  This is done via an email to the appropriate NLR network notification listserv(s).

    A notification regarding the completion of a scheduled network outage will be sent within 30 minutes following the restoration of service.


    GENERAL INFORMATION EXCHANGE
    The collection and dissemination of related network documentation will be conducted by the NLR Service Desk.  The Service Desk will provide you with the following documentation:

    •    Contact and background information on the NLR NOC
    •    Problem management priority scheme
    •    Circuit Layout Records (CLR’s) prepared
    •    Circuit ID’s assigned
    •    Demarc info where to connect into NLR
    •    NLR send and receive levels


    PRE-TURN UP CONFERENCE CALL
    Before lambda turn up, a conference call will be conducted between the NLR Service Desk, the Layer 1 NOC, and the Experiments Support Services (ESS) group, the NLR member, and remote engineers at both terminal endpoints to discuss and ensure all parties are ready.  Ideally, all Methods of Procedure (MOP) should be prepared prior to this conference call.

    •    Description of work being done, and by whom
            o    Where/how/by whom the local interconnections will be completed
            o    Testing should be completed by the member at each end on any local paths/segments
            o    Communicate required transmit and receive power on user and NLR equipment
    •    Coordinate schedule of work within established maintenance windows.
    •    Communicate demarcation points (end points) to participant to connect to.
    •    Discuss testing during turnup and post-turnup
            o    Ensure that desired transmit/receive levels are recorded and properly documented
    •    Make sure everything that needs to be ordered from Level(3) (or other vendor) has taken place
    •    Ensure all parties have proper contact info for each other

    NLR DMARC INTERFACES

    NLR Dmarc interfaces on the BT and TXP cards are Simplex SC male interfaces.  Members will need to provide a SC simplex coupler to connect to the TT/RT Dmarc interface.


    TURN-UP ON THE NEW LAMBDA
    When you are ready to connect your equipment to NLR, please follow these steps:

    1.  Contact the NLR Service Desk via phone at 866-NLRWAVE

    2.    The Service Desk will get a Layer1 NOC engineer on the phone with you

    3.    Light levels will be checked and verified

    After the NLR Layer 1 Engineering group and the member’s remote engineers perform the actual turn-up of the lambda, the following items need to be addressed:

    •    The NLR Layer 1 engineer double checks with the member to see how the connection looks on their end, and ensures there are no errors, etc.


    CIRCUIT ACCEPTANCE

    The NLR NOC Service Desk and Layer 1 Engineering groups will ensure all turn-up activities have been completed, and will hold a conference call with the member to verify everything with their connection is acceptable.  The new member would then give the NLR NOC a formal “acceptance” that they find everything satisfactory and that they can be declared “in service.”  If scheduling a conference call is inconvenient for the member, then circuit acceptance can be given via email to noc@nlr.net.  Either way, NLR is very interested in getting member feedback on how the turn-up process went, and how we may do it better in the future.
